LOCAL AND GENERAL RULES
The following are local and general rules and policies that govern IEGA Tournaments and Events.
"Through the Green", a ball that comes to rest in or on an aeration hole or plug may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.
Distance-Measuring Devices that measure distance only may be used for all play at this course. A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc...), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.
Every tournament you play in you gets you points toward the player of the year award. The more tournaments you play in, the better your chances of winning.
Members that volunteer to be our course marshal for the duration of the tournament Receive player of the year points equal to 5th place for that tournament.

Two basic premises underlie the USGA Handicap System, namely that each player will try to make the best score at every hole in every round, regardless of where the round is played, and that the player will post every acceptable round for peer review. Unlike many sports, golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players and to abide by the Rules. - The quote is from the USGA rules of golf.
Each player that joins our association is responsible for establishing a handicap that matches their ability to play the game of golf.
IEGA members are required to post all individual rounds played to the computer for their handicap. It does not matter if the score is too high or too low. If you do not know how to use the handicap computer, please ask, we will be happy to teach you.
Scores may also be posted to GHIN directly at http://www.ghin.com/scorePosting.aspx.
With everyone’s help we can make the speed of play the same for every group in our tournaments. IEGA will be taking the following actions to speed up the pace of play in our tournaments.
It has been determined by the golf course that a round of golf for a group should not take longer than 4 hours and 30 minutes. If your group takes longer than 4:30 hrs/min and you were not waiting on the group in front of you, you played too slow.
With this in mind, Isleta Eagle Golf Association will be monitoring the time it takes each group to complete their round of golf. Start time will be recorded when each group leaves the tee box. The time stamp will be at the scorer’s table at the completion of your round. You will be required to stamp your scorecard when it is turned in to the tournament officials.
Time stamp your scorecard before you put your golf clubs in your car. If you take time to put your clubs in your car before turning in your scorecard, this time will be added to your timed round.
Each player will then receive a time for their round of golf. The actions to be taken by IEGA are as follows.
- If your scorecard is turned in with a time of less than 4:30 hrs/min from the time you started, your group had an acceptable time.
- If your scorecard is turned in with a time greater than 4:30 hrs/min, but 15 minutes or less behind the group in front of your group, no penalty will be given for slow play.
- If your scorecard is turned in with a time of play greater than 4:30 hrs/min and 16 minutes or more behind the group in front of your group there will be a slow play penalty added to your score. The amount of penalty is as follows:
- Greater than 4:30 hrs/min, 16 min. to 23 min. behind group in front of you = 1 stroke penalty.
- Greater than 4:30 hrs/min, 24 min. to 31 min. behind group in front of you = 2 stroke penalty.
- Greater than 4:30 hrs/min, 32 min. to 39 min. behind group in front of you = 3 stroke penalty.
- Additional penalty stoke for each additional 8 minute gap.

- Penalties: 2 Strokes for Everyone in Group (Exceeded 4:30 hrs:min and 28 minutes behind previous group)
Group D
- Start: 8:24 AM
- Finish 1:05 PM
- Elapsed Time: 4:51
- Penalties: None (Exceeded 4:30 hrs:min, less than 15 minutes behind previous group)
Group E
- Start: 8:32 AM
- Finish 1:21 PM
- Elapsed Time: 4:48
- Penalties: 1 Stroke for Everyone in Group (Exceeded 4:30 hrs:min, and 16 minutes behind previous group)
Group F
- Start: 8:40 AM
- Finish 1:28 PM
- Elapsed Time: 4:48
- Penalties: None (Exceeded 4:30 hrs:min, less than 15 minutes behind previous group)
Stones in Bunkers are movable obstructions (Rule 24-1 applies).
"Through the Green" is the whole area of the course except:
- The teeing ground and putting green of the hole being played;
- All hazards on the course.
Wash Areas (Arroyos) are to be played as the ball lies. No Free Relief.
